Columbia 9-1-1 Communications District
NOTICE OF BUDGET COMMITTEE MEETING

There will be a public meeting of the budget committee of the Columbia 9-1-1 Communications District, Columbia County, state of Oregon, to discuss the budget for the fiscal year July 1, 2010 through June 30, 2011.

This meeting will be held at the Columbia 9-1-1 Communications District, 58611 McNulty Way, St. Helens, Ore. The meeting will take place on Tuesday, April 20 at 6:30 p.m.

The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after the Tuesday, April 20th meeting at the district office, Monday through Friday, between the hours of 9 a.m. and 4 p.m.

This is a public meeting where deliberation of the budget committee will take place. Any person may appear at the meeting and discuss the proposed programs with the budget committee. 4-1-c

Clatskanie People’s Utility District

INVITATION TO BID

Electric Line Vegetation Management Contract

Notice is hereby given that the Clatskanie People’s Utility District (C.P.U.D.), an Oregon consumer-owned electric utility, will receive sealed bids until 1 p.m. Pacific prevailing time on Friday, April 9, at the C.P.U.D. office, 469 North Nehalem Street, Clatskanie, Ore., at which time they will be publicly opened. The bids are to be submitted per the specification attached.

Contractor is to provide and pay all labor, materials, equipment, tools and transportation necessary to accomplish tree trimming and other vegetation management tasks necessary for the clearance of high voltage and low voltage electrical lines within the service territory of the C.P.U.D. as directed by the C.P.U.D. The length of this contract is for up to five years.

No bid will be considered unless it contains a statement as part of the bid that provisions of ORS 261.345 pertaining to prevailing wages, hours of work, holidays and overtime complied with.

Award of the contract will be made during the regular board of directors meeting on Wednesday, April 21, at 7 p.m. Pacific prevailing time, and will follow procedures provided by Oregon law.

Bid evaluation will be based on conformance to the specifications and lowest cost and in the best interest of the C.P.U.D. The C.P.U.D. may choose at its sole discretion, to award work from time to time throughout the term of the contract to other contractors, if that is in the best interest of the district.

To be complete, all bids shall show unit hourly prices for each labor and equipment category offered firm for the term of the contract and shall include all federal and state taxes.

Westport Water Association, Clatsop County, Oregon

Westport-Wauna Water Supply Project

Notice is hereby given that Federal Emergency Management Agency (FEMA) plans to assist the Westport Water Association in the redevelopment of an existing domestic water supply system, near Westport, Ore. Federal financial assistance would be provided pursuant to the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended (The Stafford Act).

FEMA prepared a draft environmental assessment (EA) for the proposed project pursuant to the National Environmental Policy Act (NEPA) of 1969 and FEMA’s implementing regulations. The draft EA will be finalized after agency and public review and input. The EA evaluates alternatives for compliance with applicable environmental laws, including: Executive Orders #11988 (Flood-plain Management), #11990 (Protection of Wetlands), #12898 (Environmental Justice), and #13084 (Consultation and Coordination with Indian Tribal Governments). The alternatives evaluated include: (1) No Action, (2) Preferred Alternative – Develop Knapp Springs and Improve Wauna Water District’s Existing Water Supply System; and (3) Repair the Damaged Westport Water Association Reservoir, Access Road and Pipe Line.

This notice will constitute as the final notice as required by Executive Order 11988, Flood-plain Management and Executive Order 11990, Protection of Wetlands. If no significant issues are identified during the comment period, FEMA will finalize the EA and, issue a FONSI and fund the project.
