Clatskanie City Council


The Clatskanie City Council will hold a public hearing on Wednesday, June 2, at 7 p.m. in the council chambers.

The purpose of the public hearing is for the city council to obtain citizen views and to respond to questions or comments regarding the use of State Revenue Sharing.

Both written and oral comments will be considered during the meeting. The meeting is accessible to persons with disabilities.

Clatskanie City Council


The Clatskanie City Council will meet for a regular meeting on Wednesday, June 2, at 7 p.m., in the city council chambers.

Agenda items may include, but are not limited to, the following: Approval of the minutes of the May 19th, regular meeting, a resolution establishing water rates effective Sept. 1, resolutions extending workers compensation coverage to public officials on unpaid boards and volunteers, a resolution adopting the 2010-11 budget/making appropriations and imposing/categorizing taxes, a resolution authorizing funds to be used in the financial management of the city and a resolution authorizing a loan from the Timber Infrastructure Improvement Fund to the general fund.

Natural Resources Conservation Service


The Columbia County Natural Resources Conservation Service (NRCS) will hold a local work group and public input meeting on Thursday, June 3, 1-3:30 p.m., at St. Helens Public Library auditorium, 375 S. 18th St., St. Helens, Ore.

The purpose of the meeting is to receive agency and public input to help guide the conservation efforts of the NRCS in Columbia County.

United States Gypsum Company

has applied for a renewal and modification of their existing Title V

Oregon Air Permit

(Permit No. 05-0005-TV-01)

DEQ is proposing to renew an Oregon Title V Operating Permit (Title V Permit) for United States Gypsum Company (USG) and is inviting public comment on the proposed permitting action. During the comment period the public is invited to make comments related to conditions within the proposed permit. The proposed Title V permit will be effective for five years.

United States Gypsum Company manufactures various types of gypsum wall board. The various production processes and equipment in the manufacture of gypsum wallboard releases Particulate Matter (PM), Carbon Monoxide (CO), Nitrogen Oxide (NOx), Sulfur Dioxide (SO2), Volatile Organic Compounds (VOC), and Hazardous Air Pollutants, (HAPs) to the air. In the past calendar year, USG estimated total HAP emissions were 8 tons per year, including 5.4 tons per year of formaldehyde. This facility does not have the potential to be a major source of HAPs.

The two main functions of this permitting action is the renewal of the permit and the significant modification to increase the Plant Site Emission Limits (PSEL) in response to results from source testing.

A Warning Letter (WL-POR-AQ-2010-0033) was issued on May 6, 2010, was administrative in nature for failure to submit a renewal application in a timely manner. This violation was resolved. USG was inspected on February 13, 2007 and March 12, 2009 and was found to be in compliance with all permit conditions.

There are no other permits required by DEQ for this source.

Air quality in the Lower Columbia meets the National Ambient Air Quality Standards established by the US Environmental Protection Agency. DEQ has determined that the air emissions from the USG will not result in a violation of those standards.

Oregon Revised Statutes (ORS) and Oregon Administrative give DEQ the authority to issue permits. OAR Chapter 340 Divisions 200 through 268 contains all pertinent rules that govern the air quality program. 40 CFR Part 60 contains requirements for New Source Performance Standards, specifically Subpart OOOO. 40 CFR Part 64 contains requirements for Compliance Assurance Monitoring.

Written comments regarding this proposed action may be submitted until 5:00 p.m., July 5, 2010. DEQ accepts comments by mail, fax, and e-mail.

Clatskanie People’s

Utility District



On Wednesday, June 9, at 7 p.m., the Clatskanie People’s Utility District board of directors will hold a public hearing at the Clatskanie River Inn and sit as the local contract review board to consider the request of the Clatskanie People’s Utility District and ratify the decision to exempt from the competitive bidding requirements of ORS 279C.335(1), pursuant to ORS 279C.335(2), and to engage in an alternate contracting method for the project known as the Clatskanie People’s Utility District New Campus Headquarters.

The public hearing will be for the purpose of taking comments on the Clatskanie People’s Utility District’s draft findings for an exemption from the competitive bidding requirement pursuant to ORS 279C.335(2) and to engage in a request for proposals contracting method.
