City of Clatskanie

NOTICE TO CONTRACTORS

Sealed bids for the City of Clatskanie, SOUTH NEHALEM STREET PAVEMENT OVERLAY, will be received by the City of Clatskanie until 3 p.m., Tuesday, July 10, 2012.

Bids shall be addressed to Mr. Greg Hinkelman, City Manager, 95 South Nehalem Street, P.O. Box 9, Clatskanie, OR  97016.

At 3 p.m., bids will be opened and read aloud in the city hall council chambers, Clatskanie.

The project consists generally of selected areas of pavement repair and installation of a hot-mix asphalt concrete paving overlay on the southern portion of South Nehalem Street in the city of Clatskanie.

Prospective bidders may request plans and specifications for the project, which are also available for review at the City of Clatskanie’s administrative offices, located at 95 South Nehalem St., Clatskanie, 503 728-2622.

No bids shall be considered unless the bidder is registered with the Construction Contractors Board as required by ORS 701.035.

To be considered bids must follow bidding instructions including, but not limited to, completion of bidding forms provided and accompanied by a 10 percent bid security in favor of the City of Clatskanie. Each bidder must indicate in the space provided on the bid proposal whether they are a resident or non-resident bidder, pursuant to ORS 270.029.

No bid shall be received or considered unless the bid contains a statement by the bidder that the applicable provisions of ORS 279C.800 to ORS 279C.870 and Oregon Prevailing Wage Rates will be complied with. The Oregon Bureau of Labor and Industries publication “Prevailing Wage Rates for Public Works Contracts in Oregon,” is available online at www.oregon.gov/boli. The city will provide a copy of the publication if so requested by prospective bidders.

The City of Clatskanie reserves the right to reject any or all bids not in compliance with all prescribed bidding procedures and requirements, may reject for good cause any and all bids upon a finding of the agency it is in the public interest to do so, and may waive all informalities. No bidder may withdraw or modify his bid prior to the lapse of thirty (30) days after the bid opening.
