Conyers Creek Road Paving Notice

In accordance with the City’s Capital Improvement Program, Columbia County will be paving certain portions of Conyers Creek Road on July 28th and 29th within and adjacent to City Limits.

The City’s Public Works Department will be working together with the County Road Department to overlay Conyers Creek Road between Clatskanie Heights Road heading south towards Hall Road, and further out Conyers Creek Road towards the West Creek Bridge. Not all portions of the roadway will receive an overlay, and paving limits will vary based upon existing surface conditions.

The City has already adjusted several utility structures in the paving area and has been preparing the subgrade condition of the road, so that paving operations can be completed as quickly as possible to minimize impacts and potential traffic delays. The School District will allow for local resident access through their parking and circulation drives during this time, giving residents an alternative route for access to their homes. We would appreciate your cooperation in using the roadways as little as possible once paving operations have begun.

Please note that the Conyers Creek Road may be temporarily closed during the construction period until paving activities are completed.  However, we anticipate the need for temporary lane closures only, and we will attempt to minimize delays to the extent practicable.

Based upon weather conditions and paving activities, this schedule is subject to change, and we will make every attempt to notify residents of revised construction periods. Please plan on moving all vehicles you may need to use to the surrounding roadway areas or within your own driveway prior to the construction periods noted above. Any obstructions or parked vehicles along the edge of the roadway will also need to be removed in order to allow construction vehicles to have access to the shoulder areas during paving activities. Work hours are expected to range from 7:00 a.m. to 7:00 p.m.

Should you need to drive or walk across the new pavement for the first few days after paving, the asphalt will likely adhere to your vehicles, shoes and outer clothing. Please take necessary precautions to remove your shoes or affected clothing before entering your house as these materials will likely damage carpets and flooring.

SW  7th STREET 

SANITARY SEWER CONSTRUCTION NOTICE

As a continuation of our efforts to replace the sanitary sewer mains on the south side of town, the City will be conducting work in the SW 7th Street right-of-way between SW Tichenor Street and South Nehalem Street.

The commencement of construction is anticipated to occur on or about July 31, 2014, and the construction work will be of a relatively brief period, and is expected to continue for approximately 2 weeks. Should a significant revision to this project schedule occur, we will notify residents of that change.  This work is a continuation of the sanitary sewer main installation completed earlier this year on SW Tichenor Street.

We do not anticipate any noticeable impacts on water or sewer services in the area as a result of this Capital Improvement Project. However, the portion of SW 7th Street between South Nehalem Street and SW Tichenor Street may be closed to traffic during part or all of the construction period. Access to local driveways along SW 7th Street in this block will be permitted if possible through directions provided by city crews providing traffic control assistance. All other pedestrian and vehicular thru traffic in the area should expect to be excluded from using the roadway during construction periods as necessary.

Access to the surrounding areas can be achieved through alternate routes within the adjacent city roadway network. Every attempt will be made to open the roadway at the end of each daily work period, and notifications will be posted if this condition changes due to construction constraints and/or safety concerns. Additional street circulation impacts can be expected at the intersection of SW Tichenor Street and SW 7th Street when the project excavation nears that project end location. Traffic control will be provided during that period, and occasional closures or access delays may be required.

It is our intention to minimize the impacts on residents to the extent practicable, but please note that construction projects of this nature typically disrupt residential activities during regular work hours. It is not our intention to conduct construction activities over weekends, holiday, or outside of the 7:30 a.m.-5:30 p.m. construction work window. However, should an occasion arise that requires work activities to occur outside of these typical work periods, we will attempt to provide advance notice to the immediately adjacent residents. Please recognize that our efforts are directed towards minimizing the overall project time frames in order to return the neighborhood back to typical living conditions as quickly as possible.

If you must drive in or adjacent to the work area, please pay attention to traffic control personnel. Also, if you walk across fresh asphalt, concrete or any excavated materials, please clean or remove your shoes before going into your home.
